The HLP was set up by the parents and School Governing Bodies of seven Gauteng state schools in 2000, to address the problem of language disadvantage in single-medium schools.

This includes:

• Developing multilingual teaching methods for early-grade reading and numeracy.
• Conducting in-service teacher-training to support the implementation of the above.
• Promoting related classroom research.
• Supporting multilingual literacy in our member schools.
