In consultation with various partners over recent weeks, we have developed this discussion document. It tries to map the main risks and opportunities for ECD programmes associated with earlier and later re-opening, and also proposes some guiding principles in an effort to contribute to the unfolding discussions and attempts to reach agreement on this complicated issue.
