South Africa's journey to becoming a nation of readers reached an important milestone with the launch of the National Literacy Promotion Toolkit Initiative - a flagship initiative of the Department of Basic Education (DBE) under its Read to Lead Campaign.
The initiative was officially launched during a three-day National Launch and Capacity Building Workshop, convened by the DBE Reading Directorate in partnership with the National Education Collaboration Trust (NECT) and strategic literacy partners. The workshop brought together provincial education departments, district officials, literacy organisations and implementation partners from across South Africa to begin rolling out the Toolkit and prepare for implementation.
Over the next year, the initiative will be piloted in 12 priority districts across the country, where District Reading Collectives will be established to test, refine and strengthen the implementation model before it is expanded more broadly.
The Toolkit represents far more than a collection of literacy resources. It provides a practical national framework for bringing together government, civil society, schools, families and communities to build a sustainable culture of reading for every child.
At the heart of the initiative is a simple but powerful belief: improving literacy is everyone's responsibility. Reading is developed not only in classrooms, but also in homes, libraries, faith communities and neighbourhoods. The Toolkit therefore focuses on strengthening partnerships and coordinating existing efforts rather than creating new programmes from scratch.
From Fragmented Efforts To Collective Impact
Speaking during the launch, Dr Nompumelelo Nyathi-Mohohlwane, Director of Reading at the Department of Basic Education, emphasised that the initiative is about moving beyond isolated projects towards a coordinated national movement that aligns partners around shared literacy goals.
The Toolkit introduces District Reading Collectives (DRCs) as the primary implementation structure. These collectives will bring together district officials, schools, NGOs, libraries, community organisations, businesses and other stakeholders to coordinate literacy promotion activities within each district.
Rather than organisations working independently, District Reading Collectives create a platform for partners to plan together, share resources, avoid duplication and maximise
their collective impact. By strengthening coordination at district level, the initiative seeks to ensure that every child has greater access to quality literacy support, regardless of where they live.
As highlighted throughout the launch, success will not be measured by meetings or plans alone, but by seeing tangible improvements in schools, homes and communities - and ultimately by creating a lasting reading culture across South Africa.
Celebrating The Power Of Partnership
One of the most inspiring aspects of the launch was the collaboration between some of South Africa's leading literacy organisations, most of whom are proud NASCEE members.
Each organisation brings unique expertise that strengthens the overall initiative:
· NECT (National Education Collaboration Trust), a major implementation partner, has played a leading role in developing and coordinating the initiative alongside the Department of Basic Education.
· Nal'ibali will strengthen literacy beyond the classroom through reading clubs, reading campaigns, multilingual reading materials, mentorship and community mobilisation, helping districts build sustainable reading cultures.
· FundaWande is providing system strengthening and technical support, including digital tools, implementation support and monitoring systems that will help districts learn, adapt and improve as the initiative is rolled out.
· Room to Read contributes its expertise in school library development and literacy programme implementation, supporting districts to establish sustainable reading environments and strengthen literacy practice.
· The Learning Trust brings valuable experience in literacy promotion and community-based implementation, helping connect schools, families and communities around reading.
· A Better Africa Foundation plays an important role as the technical support partner for the National Spelling Bee, helping coordinate spelling bee implementation and collaboration within the District Reading Collective model.
Together, these organisations demonstrate the incredible strength that exists within South Africa's education ecosystem when partners work towards a common purpose.
NASCEE's Role: Connecting Government And Civil Society
NASCEE is proud to be serving as the coordinator of civil society support for the National Literacy Promotion Toolkit Initiative.
As districts begin establishing District Reading Collectives across the country, NASCEE's role is to help government identify and connect with organisations that can
support literacy priorities, whilst giving organisations a clear pathway to contribute their expertise and become active partners in implementation.
This coordination happens through NED Connect - NASCEE's national platform for mapping South Africa's education ecosystem.
NED Connect enables government departments, districts, funders and civil society organisations to discover one another, build partnerships and coordinate their work. Organisations that have completed their NED Connect profiles and indicated the districts in which they work become visible to district officials looking for literacy partners, making it significantly easier to identify local expertise, strengthen collaboration and avoid duplication of effort.
As implementation expands across the country, NED Connect will become an increasingly valuable tool for connecting the right organisations to the right opportunities, ensuring that every district can draw on the collective strength of South Africa's education ecosystem.
A New Opportunity To Get Involved
To make participation even easier, NASCEE has added the National Literacy Promotion Toolkit Initiative to the Opportunities section of NED Connect.
Organisations can now express their interest in supporting the initiative directly through the platform. By connecting to this opportunity, organisations can indicate that they would like to participate in District Reading Collectives or contribute their expertise to literacy promotion activities in the districts where they already work.
This creates a simple but powerful mechanism for connecting willing organisations with district implementation teams, helping ensure that local knowledge, experience and resources are mobilised where they are needed most.
